The Trumbull County Transportation Improvement District was created by resolution of the Trumbull County Board of Commissioners on September 27, 2023. The Board of Commissioners appointed five voting members to the TID Board of Trustees. The non-voting member was appointed by the Speaker of the Ohio House of Representatives, Jason Stephens.

The TCTID Board of Trustees met for an organizational meeting on October 25, 2023. The Board of Trustees elected Mr. Nic Coggins from the Trumbull County Planning Commission as the Chairperson, Trumbull County Auditor Martha C. Yoder as Secretary-Treasurer, and Trumbull County Commissioner Denny Malloy as Vice-Chairperson. The remaining voting board members are James Kinnick from the Eastgate Council of Governments and Trumbull County Engineer Randy Smith. The non-voting member appointed by the Speaker of the Ohio House of Representatives is Mr. Chuck George. The bylaws were approved on November 8, 2023.

Transportation Improvement Districts are geographic areas organized to improve existing road systems. The TID does not represent a single municipality or township, and is not a large government agency.
